Because it will only be masterwork when they crit, don't know the crit chance specifically, but yeah, it takes a lot, just set up a nice organized effort and bang those armor pieces out untill you get enough masterworks, I recommend 2 plate beating stations for each heavy armor smithy working full steam, to be able to keep up; Plus of course you'll need a good mining operation to keep up with the plate beating stations

Sounds close to 20%
It USED to be 100 percent once you hit the skill requirement for Masterwork, but the Dev nerfed it for "Reasons" (Something about "OMG the players are making MONEY by SELLING stuff and they're really strong, and killing enemies and things")
But now, the max is 30 percent chance to "Crit" per crafted item.
For this reason, I have a smelter right next to my crafting stations, and it's used a lot.
Even with a skill of 90 it's a very small chance.
