Yeah but hivers? What are they worried about. Don't even think you can trespass in the hiver buildings. And they don't care about slaves and don't place bounties. Do they even have a faction uniform?
Don't really know if it's true about hivers, but any shek or human policeman is so-o-o-o easily provoked.
They may attack if you somehow managed to hit one of them in a fight with some bandits/fauna/whatever (hivers do it too, one or twice they swarmed and killed my guys when i decided to help them fight hungry bandits). Although i can't say how this is possible in a first place, granted they are all considered neutral (or better) to my faction. Crossbows maybe?
They also sometimes attack if you for god knows what. Hitting someone on a street (tried to help UC with some random cannibals wandering the streets, ended up beaten and in prison), standing near a closed door at night (yeah, i guess standing at a front door of your fav shop at 5:56 am is a major felony) or doggy eating food from someone's basket. But robbing unconscious people or stealing criminals (or rather their bodies) literally under guard's nose to haul them for bounty is A-ok.
