Best all around meaning. It has iron and copper and stone. 75% or more fertility and water available. A tech hunter waystation near by, with shek and holy nation cities not far away for trading. Its rare to see wild life and sheks or bandits come to visit me for cake and tea every 5 days.
That being said the west side of the map has a crap ton of good spots to settle at. Part of your choice comes to to personal preference.
I would hang out in an area you are thinking about building in to make sure the land scape isnt annoying. For instance I found a good place, but it constantly rains that red rain.
Thanks for the response, I've been hanging near where the ruins of that 'tiny settlement' are to the west in the border zone near the dust king. It seemed cool, but couldn't find a spot where it had all resources, i like the raised flat land.
My current favorite spot for a base is by all the holy farms ,by that valley with the river.I build along the road,and into the valley.Its got pretty much everything,and herds of cattle wander by on occasion.
I miss all the large high plateaus the old map had though .....

There is an area East of Mongrel that is as close to a plateau as you can see it as. Granted the place has a zombie horror atmosphere with the fog surrounding it, but some of the dips in the plateau has some bits of water concentration unless you want to build a well in the fog areas for max output rate.
My favorite spots tend to be a bit more remote or at the border between the Stenn Desert and Swamplands, where I can grow swamp and arid plants, but have to be able to fight off more diverse waves of raids from both areas. It is a good place to test defensive layouts and train turret gunners. You may need a pretty good engineer to repair the gate like a shield generator while armored gate guards hold the waves off.
The Leviathan Plains are among my favored high-tier bases for more desolate locations while keeping hemp and at least one food crop available. Hemp and wheatstraw flourish in the area with a slight fertility drop. With lv 4 Defense walls and strategic watchtower locations, the location oddly reminds me of Attack on Titan, where gigantic Leviathans crush while beak things and cannibals (at border locations) feast. With crossbow smithing, you may as well try practicing crossbows on Leviathans for a good hunt. Of course, there is the acid rain about, but won't be a problem with a good longcoat/dustcoat and straw/iron hats.
Certain cannibal-controlled grounds have 100% Green grounds, making it suitable for bases if you can take on cannibal raids.
Once the final section is open, I'll scout around for other suitable locations. I would not build on United Cities areas unless you can pay your dues like a noble or can fight off fierce samurai. It is best not to build on the Holy Nation grounds if Skeletons are in the army or planning to use Hemp.
I rely on hemp for cloth and fuel.

Crater is similar to this, only there's no farming so totally reliant on beakthings and visiting traders . There's a nice peak just past ancient laboratory which offers great visuals.
South swamps and parts of the Hook give great island settlement opportunities but again usually a resoure type short and have to be creative with the walls to get the settlement build before deleting the unneeded ones. Its a shame swamp platforms aren't player buildable.
I also liked the idea of reinhabiting some of the destroyed/abbandoned towns but most if not all their buildings are just cosmetic (unlike the hub)... hope that changes before final release.

I miss the old table plateaus of the old map, i've not investigated the north yet but anyone know if there's anything like the old map city below, i forget it's name but it was my favourite layout and i used to have a settlement on a similar high plateau nearby.

My suggestion? build your walls out around the copper deposit. this isnt fallout 4. there are virtually no limitations to what youre allowed to occupy. have people dedicated to mining your copper out there and one dedicated runner who will run out there and bring the copper to a box in the center of town. its what i do and its great for the runners buns and thighs or something lol :)
