WANTED: Ells

I just picked up this bounty contract from a barman in Blister Hill. Been looking all over the city but can't seem to find him. Since I have never done one of these before I am not to sure what I am doing.
Since it is only a small contract, does that mean he will be in the city or can he be anywhere?

Contracts are not local, really, and as far as I know the targets don't spawn randomly.. Ells is a recruitable character with a bounty and can be found in Sho-Battai .

I'm new to kenshi, only bought it this week. I've just Started off as empire citizen in Sho-battai and stumbled across Ells. I've captured him (alive) but now I don't know where to claim his bounty. Does anyone know? I've tried both the barracks and police station there but i can't seem to get rid of him. (honestly, the bounty isn't worth trekking across the dunes at a toddlers pace if I have to go outside Sho-Battai lmao)

His bounty could be expired, it was only 1,000C so it's on a short timer, like 72 game hours.
