A paper cut would bring your strength below the requirement though. Better raise it more.
That or use exploits and 'cheat' like prisoner and training weapons mod.
A weapon that ways 8 will need 16 strength to be wielded correctly.
I don't know if the same applies for dexterity, but I apply the same rule for it too just in case.
Which means that an edge 2 and above fragment axe -cannot- be wielded efficiently by normal means.
Unless robotic limbs allow a character to go past the 100 mark, in which case you might just be able to with all max quality strength robo limbs, but that's a stretch goal to say the least, at that point you might aswell shed your weapons and delete people from existence with your fists.
So absolute max is 156. I have a guy with a natural strength of 93 who gets 145 with two masterwork lifter arms. I haven't tried making him a heavy weapon user, but he regularly punches and kicks limbs off people. One poor manhunter that thought he would make a good slave got both of his legs kicked off instantly in a double attack.
