Armor King would be the second best way, while the best would be to make it yourself :)
I have seen Masterwork armors at regular Armor shops. They seem to be more likely at the shops that are in the most hard-to-reach places, though. Can't confirm that suspicion. (ie: I see "Masterwork" rare stuffs at Mongrel shops than at regular Major Faction towns, but there are more regular faction Towns to check, thus kind of evening out one's chances.)
For non-crafters, the Armor King is probably the best overall bet for a general chance at a Masterworked bit of armor.
For crafters with a steady supply of crafting materials, it's obviously best to just spam armor crafts and sell anything that isn't Masterworked. That is always worth doing as long as obtaining raw materials isn't an issue. (It's still doable for in-Town crafters, but more difficult to keep a steady supply of mats. For leather items, it's less of an issue of mats than it is of time for some items.)
PS - I don't recall ever finding a Masterworked Fog Mask. I have seen "High Quality" and that's about it from what I can remember atm.
