Any way to own a town?

If i bought the majority of houses in the hub, would i be able to build there?

not as you would in your own base no. only inside the owned houses.

You can build inside and on the roofs of any buildings you buy and repair in towns.

In the early game, I usually buy a stormhouse and build small wind turbines on the roof to supply power for my crafting benches in a city or two. The crafting benches are usually in a larger building such a an L house, tower or bughouse, depending on whats available.

You could build exterior stuff downhill from hub outside of town's zone, west is prolly better spot, but you may get prayer's day and some raids. Store food in Hub so some factions that raid for food don't go there.
