Any mod for change race in surgery

OP wants a mod that allows plastic surgeons to alter race.

I assume the reason you can't do this, even through mods, is a lot of specific script-hooks rely on race, such as the Holy Nation aggression.

It can be done via save-file manipulation. No mods though.
