Need help fixing straw hats (Hair clipping)

I've noticed recently that hair will still display on characters while they are wearing straw hats, which results in it clipping through the hat. I have a rather hefty mods list, so i figured at least one of them was resulting in this.
I found the mod that sets the "hide hair" value in the editor to false and integrated it into a new mod that sets the value to true and placed it at the bottom of the load order, but the hair still displays through the hat.
I've looked through the rest of the mods that might be responsible and can't find any that would cause this. is there a way to fix this or will i have to go through every single mod i have installed to correct the value in the editor?

it definitely a mod hair don't show up when you have a straw hat vanilla.
