how do i get chairs and tables blueprint?

I found them in the bar in the Hub, and the Rebel Outpost.

Mechanical shops usually have them. I think there's one in Stack but plenty in UC towns.

Any bars tend to have a chance at those blueprints. There are two waystations near the hub you can check; each has a bar and two mechanical/general shops. There's also that little bar to the north of the hub, and it seems to sometimes sell those blueprints too. That's the "Rebel Outpost" Laffsalot mentioned.

The blueprints for "Basic Furniture" & "Random Furniture" are likely to spawn in the items for sale of certain merchants.

General Shop, waystation, mechanical shop, bars in Hub.

The inventory of merchants reset over time, so if you do not find what you desire then try back again later.

Most of the time I spend in the desert cities, I get those from mechanis shop.
