Strongest weapon is the Falling Sun, heavy weapons class. Hackers like the Paladin's cross are also pretty dang powerful.

Martial arts is great as well.

Crossbows are a tossup on what you're specifically looking for, but they're the easiest weapon in the game to level up, just grab the crappiest types you can find that use the weakest ammo, you gain experience while in combat constantly, not per shot or hit.

Falling sun if you have 60+ Str/Dex. Amazing weapon, if you have the stats. Too slow attack and parry rate without the stats.

Polearm (the standard one) for everything else. Overall a great weapon useful against all enemy types without requiring stats or skill levels to be used properly.

There are a ton of reasons for standard polearm. I've covered in other threads in great detail (if you care to look them up), it's just a great weapon in terms of game mechanics.

Do you know if the characters have to be allowed to use ranged combat to get the experience gain, or is just having them equipped enough?

It's when they're aiming/reloading that they're gaining experience with it in Perception, and Crossbows, not while moving or doing any other actions. Give it a shot to watch the bars, it's completely unlike any other weapons skill or stat being raised since it's just a constant growth.

I got an MA team where they're all going to be Crossbow/MA but only half are using them right now. My highest MA user is like 30 points in skill below my highest crossbow user so the speed is damn fast.

Edit: Just checked and it also does the constant growth for dexterity while using the bows, but its slower than perception by a pretty noticeable level.

I love it when its one of your dudes with high MA and Strength running up to a nobody low level. Flying Kick. Zoom goes the frigging arm off to feed some poor unloved bonedog somewhere.

Well just bought logan for 6kc which he has turret and crossy 39 and other stats r useless.
How do ilvl up dex, strength quickly

Easiest way to level dex is using Martial Arts or the crappiest Wakizashi's you can find. The worse your starting strength the better since it'll take more hits to down anything, for weapons though you want at least twice the weight in strength to use it properly.

Leveling strength is incredibly easy, you just load up as overweight as you can get, pick up someone and then walk around for a long while. You'll get Experience fast.

Desert Sabre is great for dealing with skimmers if your stats are not high enough for heavier weapons. Some weapons depend on where and whom to fight against also your stats.

If I had to pick two weapons that you could use at the same time:
Crossbows and Katanas.

My thieves eventually become pretty damn good rangers who can kite-kill quite a bit and blend in with the regular infantry, and are probably far more lethal in controlled encounters than some of my single-weapon specialists.

After that, things get murky. The only way to go wrong is to either fixate on one particular weapon or ignore their bonuses. My suggestions vary depending on region, and i still suggest mixing up your lineup or cross-training a bit so you aren't caught flat footed in a different region.

If you're in the northeast or in some god forsaken spider hell, Desert Sabres can easily be standard issue. If you wander to where Beakthings or Gorillos are, you're going to want polearms and crossbows. If you're going into fogmen or cannibal territory, you're best with exceptional proficiency with katanas and heavy weapons. Hackers+crossbows are solid for robot turf, or for going to war with a heavily armored faction like HN.

Anything with +attack is going to be an excellent choice starting out from scratch up to about 20-25 skill. That means a guardless katana or polearm (such as a quarterstaff). Actually, one of each, with the Katana being a backup weapon if you're injured or indoors. After that point, the world is your oyster, because you should actually be able to hit things reliably.
