traders stack,
theives have smallest penalties relatively.
scavenger / large backpacks have the widest inventory layouts for longer items.
different packs for different purposes
Its the wooden backpacks that you are looking for - they have wooden frame with hide panels. The trader wooden back pack has a sun shade.
Large really just makes sense for some logistics runner or so.
Otherwise its just a rare item at other traders.
Trader (framed) backpacks are for haulers (as they stack)
Thief backpacks are for workers/fighters
Large backpacks are for robbing stores (and later for selling crafted gear)
Regular medium/small backpacks are for people who haven't found thief backpacks yet
Fighters sure, but why workers? I don't think medium backpacks got modifiers on athletics or laboring stuff.
Not so. Pretty much all my trader backpacks (and wooden backpacks) I have bought, and they both stack. I started in The Hub - bought my first few at Squinn. They are available pretty much everywhere, in outdoor shops, some bars, and some general shops.

There are trader's backpacks and traders backpacks (without the apostrophe ' ). ;)
Apologies - my bad.
EDIT: I think the OP was asking about ANY backpack that stacked. Early game, the answer would be Trader's Backpack, and Wooden Backpack, I guess.
The darker orange 'traders' backpacks, I'm not sure I've even seen. Maybe I've gotten so used to not needing (what I thought was) medium and large backpacks (having so many), I've passed over them.
Interesting - gonna check this.
Best backpack for range to storage arrows is large thief backpack.
Best personal management by player for trading, transferring, building, or stealing stacks of items is trader backpack large.
Best to deal with weapons and gears is shopkeeper goods bag, can be use to trade bunch of weapons from Scraphouse or loot bodies for item furnace but weights 100kg. Use it for stealing isn't ideal, you can use packbull with high thievery skills after using other character to lockpick and access storage.
Both orange backpacks can be taken from shopkeepers. Most of them carry trader backpack large but if you want shopkeeper goods bag, general shopkeeper has it in Stack.
