Free Ninja Training!
I figured out a strategy for training Stealth and Assassination early game, with patience you can get 70+ or higher of each stat:

Lure a group of bandits into a city gate, let them be taken out by the guards. Kidnap any wounded that have high limb damage and bring them away from town, so the guards don't arrest them. Or wait for the arrested survivors to be released and kidnap one of them.

You basically want to keep your captive alive, but as crippled as possible. And the more the merrier. Get a gang of paraplegic bandits and line them up on the ground.

Turn on sneak and run in circles at high game speed, then stealth KO them anytime they regain consciousness. Rinse and Repeat and your unskilled wanderer is now a self-made ninja master.

Started the game this way and now I can clear out a shop in a small town, or stealth KO an entire squad and kidnap their leader.

Also finding Ancient labs or abandoned workshops provides plenty of practice for Lockpicking.

Join the Shinobi Thieves too for a specialized merchant and a fence to sell your goods in various settlements.

A nice way to train lockpicking is going to Bast and going in and out of the cages there. They belong to No Faction so no one messes with you when inside. Lowest level is I think 24 which you can pick at any skill and highest difficulty is 48. All you need is to get your lockpicking up to 50 and you can at least attempt to lockpick anything in the game.

Thanks for the tip! There's still a few high level safes I can't unlock so I still need to grind Lockpicking

60+ for any lock in the game ( dunno if 61 or 62)

And since the only exploits that provided thievery XP are gone, there is now no way to accumulate enough to ever steal anything meaningful.

I can never get stealth KO to work, it's always at 0%....

You have to be stealthed, behind the enemy so they cannot see you, and have decent assassination skill. If you want an easy way to skill up assassination, just keep failing on a maimed enemy. Easier yet is to build a cage in the center of a room and try to KO the prisoner who cannot turn around to see you, many, many times.

Assassination levels up very quickly actually if you have crippled or captive enemies in a safe area. You can also find/steal/buy Ninja or Assassin gear from the Shinobi Thieves faction or from Swamp Ninjas.

Since posting I've managed to steal a Meitou quality Ninja Blade from a high tier Bounty on a named NPC from one of the ninja type factions. Also used this strategy again to level up my second character, so now I'm rolling around with 2 Ninja characters.

The only pain is that characters move very slowly until their Stealth skill is high enough to enable sprinting in stealth mode.

The easiest exploit I have found with thievery is to find a defeated enemy who is playing dead. Go to loot him and hit the pause button when you open his inventory. Attempt to steal something and there is a good chance you will be caught. As long as the game is paused, he won't wake up. You can do this as long as you want with your Thievery skill raising each time. If you successfully take the item, but it right back on him and continue the process until you get bored. It isn't sexy, but it works.

I know this is a necroed thread, but it's kind of funny. At a certain point, why wouldn't you just use the FCS to simply alter your save game file rather than engage in these sorts of in-game shenanigans?

Can also train assassination and stealth in bast, wait for 2 group to start wars, pick a side you want to support and war with. Then go assasin the lowest grade soldier working all the way up. When 2 npc fighting, u can pretty much fail without retribution, fail then agro the enemies back to your Ally npc and then repeatedly try over again. Btw, go behind the enemies an be watch the attack animation closely, you don't want by to close in when they are attacking.

Oh yeah and choose the winning side to be your Ally in bast .

The stealth increase is crazy because there are many npc.
