The idea here is to stick to a roleplaying structure that makes your player pawn responsible for building up a group that models itself on the old "free companies", which were essentially indentured mercenaries loyal to the crowns of Europe. This gives you some real leeway in terms of where to go and what to do, but always with your loyalty to Tengu and the society that your father ostensibly died for at the forefront of your thoughts. You are free to roam, but with purpose.
Hope you like it.
