Be sure your thievery skill is high enough, like 70 or higher.
Night time is best time, be sure your stealth is high too, and don't wear lantern of radiance.
You could carry a packbull, after looting a container, switch to packbull to steal.
Any faction you're ally with, you won't be able to tell 100% if they can see you.
I enter open shops and steal what worths stealing, or sell expensive things and then steal it back, sneaking is useless if I have to pass by the shop owner and guards. My problem is that my thief, many times, more than I'd like to, agroos the attention of all invididuals, even tehre are times that I enter with the rest of my group, get the attention, move them so all of them look away from where I want to steal, then enter with my thief and they switch to him. Not always but way often to suspect there is something behind that behavior
