United Cities vs Everyone.
I've been having these incidents within United City Settlements in which over time they end up hostile to just about everyone. Sometimes this happens pretty quickly, within a few days on a new play through. But Man Hunters, Tech Hunters, Mercenary Guards, etc. Seem to eventually be finding themselves in the jail cells at major cities within The United Cities. The cities often turning into pure anarchy.

I'm dumbfounded, I thought it was a fluke the first time it happened, but it seems to be happening every time I make a new game as well.

I usually see UC attacking the western hive caravans because a slaver tried to enslave a unconscious drone which prompts western hive to attack the slaver and then UC attacks western hive.

I can make this happen by putting shackles on them different factions, and drop them near police station.

Beware, there is no way to get them back to good terms toward each other anymore.

What is funny is when the UC end up attacking Manhunters then you watch the Slave Traders take Manhunters away as slaves.

That being said. I'm just curious whether anyone knows what this is likely happening. I can understand the Hiver Caravan scenario. But I'm often having pure anarchy in UC cities. Which includes Shop Guards being attacked, and Tech Hunters, as UC Samurai and Police go hostile toward them.

A unit can hit other units in melee only when they are not allied, so I suspect that the relations between UC and slavers etc were not set properly in your game.

Sometimes I see a skimmer get further in the city then just being stopped at the gate, if a skimmer gets close enough to a shop I think there's a chance a shop guard will come out to attack the skimmer, the skimmer downs the shop guard, a slaver tries to enslave the "Tech Hunter" shop guard and then the tech hunters get mad and attack.

I love it when this ♥♥♥♥ happens. Really adds life to the world to see the NPCs fighting their own little wars independent of your involvement. With the UC a lot of the time I think it's kicked off by noble hunters deciding to LARP the Most Dangerous Game with a squad of a particular faction and that faction fighting back within view of city guards or a wandering patrol of samurai.
It happens because when NPC go shop they sometimes get stuck inside a building with a lock door. So they try to break said door and it is seen as a crime. Police attempt to enforce law and they fight the UC and Allies. Note Trader Guild can commit crimes too, so they will sometimes duke it out.

I've had noble hunters go after wandering NPCs close to cities, and if they're with a particular faction, that can start what's essentially a war.

One hunter attacked the waystation near Clownsteady, so that resulted in tech hunters attacking all noble hunting parties, samurai patrols and slaver caravans until I imported a save much much later.

It also expanded to Clownsteady where the ranger shop got shut down because the guards just went in and killed everyone.

It sounds like there might be a few things worth separating out into bug reports here, especially elements like this one:

Is this all in vanilla or in situations where you're sure no mod interaction is causing this? Is it only in a specific play through or all games? (sounds like the later from OP) Whilst the situation sounds pretty funny I'm not sure it's intended.

Clear and beautiful examples of the age old question, "feature or bug?!"

Would be a feature if police confiscated the trader items and sold them. As not to leave 75000 cats in the streets.
