Once Esata is dead and Mukai the Mountain assumes control, Seto and Bayan become inaccessible at Admag. The only way to find them after such an event is if the Shek happened to assume control of Stack or Bad Teeth, the squad containing them will appear at the "HQs" there. Despite the fact Esata who is also a part of that HQ squad is dead, Seto and Bayan will still spawn if alive. The key here being, Flying Bull must be alive for Kral's Chosen to takeover the Shek Kingdom control of those towns upon Esata's death. If the Shek have nowhere to go outside of Admag, Seto and Bayan simply do not join Mukai in Squin and the entire leadership is overturned at once. They then might be alive, but nowhere to be found.
The HN might be many things but they're not slavers. And they're also not very fond of slavers. What they do is taking impure beings and letting them work to death to purify them. They believe that they have a chance of becoming proper humans in their next life. It's an act of mercy in their view.

The holy nation is the most racist of the 3 major powers. They attack and enslave any nonhumans. They also treat women horribly. They are also the most brainwashed of the 3 major powers. They believe that people with robot limbs are “possessed” by skeletons and that an eternal flame is proof of the holy Phoenix’s divinity. They are also the most primitive and barbaric of the 3 major powers; possessing advanced technology in holy nation territory is literally a crime. They are also the most warlike of the 3 powers. They had just finished a war against the shek before the start of kenshi, and totally wiped the uc city of bast off the map.
The shek are just bitter about losing the war. Their leader (who you turned over) is among the most sensible in kenshi.

I'm not sure if they're the most racist though. Shek kingdom and HN both don't like any other race beside their own. Seems somewhat even to me. The difference is how they deal with. Shek like to mark snarky remarks and kill you in combat and the HN want to make sure you know your place in society. But in the end they're both racial supremacists.
In regard of thechnology does is also seem rather even from my perspective. The HN got burned pretty heavily with the whole 2nd Empire thing and are still rather hostile towards anything modern or machanical. But you don't see the Shek crafting robotics or advanced engines either. They're both stuck with basic technology.
Which nation I would rather support is a difficult question as well. But the HN religion seem easier to reform than to change the very essence of a race that only lives for war. I guess it's also about the whole nature vs nurture which I won't go into here.
i'm not saying that the shek, uc, or even the hivers aren't biased. but the holy nation kills or enslaves other races; just because they are not human. shek don't enslave anyone and; other than rebels and bandits, they won't attack you without just cause. all they do is challenge you to combat and talk a little trash. the two are not even in the same ballpark in that regard.
in regards to levels of tech, none of the established powers have much of it; not even the tech hunters (which do include shek). but the holy nation actively tries to destroy it.
