I tried comparing combat with a katana and a falling sun, the damage was about the same. The difference is i killed enemies a lot faster with falling sun.
The most important thing is not giving someone a weapon they cant use well. Low Dex is terribly ineffective, make sure those guys use light cutting weapons to level them up before moving on to Falling Suns etc.
the strength of heavy weapons is the AOE. The way to fight with heavies for maximum impact , is to spread your heavies and encircle enemies on the outside of the battle, so that every one of them has the maximum amount of targets to hit with a swing , while being targeted by few.
While Katanas excel at counter attacks the most , they do well inside a crowd. While it's true that the double attack animation is slower, they have the fastest 360 reaction In my experience.

- you can't use it effectively until you have 30ish str and dex to begin with. Due to weight and naturally slower animation. Not to mention if you want to actually wear Protective armour as opposed to rags.
Heavies are really good at higher level, but are also a huge commitment and timesink.
