Yep, that was the problem. The small one did the trick.
The Hub has a large wind turbine that routinely puts out 30 power at the start.
Then you add however many easily crafted small turbines you want to the rooftops in town, put in a couple battery banks for a cheap backup (they're more for appearances, because the winds are constantly blowing strong enough for max power output of small turbines in that area). I've had games where I was putting out close to 1,000 power consistently thanks to the constant winds of the area and still had room for crafting stations, a research station, a stormhouse dedicated to nothing but hydroponics, cooking stations, a full barracks for my people and a personal bar/tradehouse just for flavor. You can't get anywhere near that amount of power output and room to build (indoors) in any other NPC town.
for the amount of work it takes to keep a The Hub set-up going, you might as well build your own base.
I wondered about the problem of no gate guards. I'd have to build and staff my own walls, gates and turrets.
