The skill in Polearms effects the damage level.
Dexterity adds to cutting damage (I guess it modifies what cutting damage already exists to an extent)
Strength might well do the same with blunt damage (Modifying the existant blunt level)
That means if a value for either cutting or blunt is 0.00 on a weapon, the modifier will not change it from 0.00
Staves do VERY little cut damage and deal mostly blunt damage. If you're training those skills, you're better off using rusted junk than a quality Staff. Why? A Blunt weapon's modifier also dictates its weight. So a High quality Staff will weigh heavier and make you gain less dexterity while a rusted junk weigh less and should increase your dex better. Plus, youre not Knocking them out quickly, so your weapon, attack and defense increases much faster.
How modifiers work? From what I know:
The weapon skill determine the damage of your weapon
Modifiers determine how the damage type is distributed
For comparison regarding the weight-blunt modifier:
A Mid-grade salvage Fragment axe has a 0.15 Cut modifier, 0.54 blunt modifier, and weighs 12Kg
An Edge 1 Fragment axe has a 0.49 Cut modifier, 2.52 blunt modifier and weighs 50Kg
The way you train dex is by using fast weapons. 2 handers, or any heavy weapon trains dex slow, and will train strength fast.
Katanas train dex the best. 2 handed heavy swords for strength.
