They think that women's bodies are meant to be public decorations. They don't want dignified/virtuous/modest women in public. When a woman's body is covered they feel deprived because she is defying their entitlement.
When a man is fully covered up in public people will still acknowledge his existence because men's role in the west is not decorative; women's is. And that passes in the west for female empowerment.
