Cant get more seeds

I have started this game the other day but cant seem to find any help on how to get more seeds... i have 2 rows open but only get enough for 1 row everytime, how do i get more seeds? Another problem is the cannabis roller isnt working i put my weed in and cant get any paper back...Do i need every type of cannabis to make 1 paper?

You can purchase all 4 different types of seeds at the gas station. Enter the gas station and on the far right end of the counter there will be seed boxes that are purchased for $180 each. For the Cannabis Roller, yes, you do need 5 of each different weed types.
