I was really hoping this DLC would allow for somewhat more "autonomous" prisons, similar to how many operate in Brazil or Madagascar. But it seems the focus of this was the overall intensity of the gangs.

I wish we had needs/wants for escape mode like the console edition.

So, does "Prisoner Replacement" mean we can transfer Prisoners out of our Prison, so long as we take a new on in their place?

it's called the Kite update because they're Kiting around all the major bugs that have been around for years
