Game not launching

A error message keeps popping up and won't launch the game. It says 'Launching the game failed. Please verify the integrity of your game files. If you are using windows, you may also need to install visual C++ redistributable and .netframework.' I have done it it has asked but still does not work, does anyone know how to resolve this issue?

I just re-installed the game after not having played it in years. On the first run, when Steam did the first time install stuff, a window popped up saying that a newer version of Paradox Launcher is already installed. When it finished and I try to run the game, I get a black screen and the Windows "busy" mouse cursor for a few seconds, then it drops me back to the desktop. There is no error or anything, not even in the Windows Event viewer.

It works now that I've bypassed the launcher. See this guide:

To see the AppData folder you'll need to enable View Hidden Items in File Explorer.

AND DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
