Missing Clone Tool in Single player sandbox

So since an update or 2 before the undead update my clone tool has been missing about the time of the update that room sizes became optional. I don't play online which is why I didn't immediately report this bug here. I had 2 mods active namely the one that sorts snitches and one that makes the bookshelves work. I have deactivated both and created new prisons without having all Bureaucracy research done and without unlimited money but the clone tool is still missing. Whether I play online or offline it is still missing. Without the cloning tool it is tedious to build every single cell especially in large prisons. No updates up to date has fixed this issue. I only saw that others have this problem while using multiplayer but like I said mine is always missing.


I've tried to report this bug on the Paradox Forum to no avail.
Anyone else experiencing this problem?

Try deleting the mods in the mod folder, unsubscribing from them on steam, and then verify the integrity of game files.
