Year right, sure thing, having a double bunk in a padded cell is not dumb, just like any patent or criminal, you can still put two people together that wont harm each other or themselves ...
If they won't harm each other or themselves. they wouldn't need a padded room

You obviously have no real world knowledge about this subject, at all.
Real padded rooms having nothing in them but padding, even if there's a bed space it's just a larger pad. They are single occupancy because the people that get put in them are a danger to themselves and others.
If they are not a danger to themselves or others THEY ARENT PUT IN A PADDED ROOM

Funny you make such a big deal out of a suggestion for a game as if it affects your real life somehow... LOL
Its a friggen game, you can not get creativity out of sticking with reality in a game.. No wonder games are becoming even more boring than ever..
And? It's also based at least in the abstract on real prison concepts. It's one thing to change the graphical representation to be a little bizarre, having a cat instead of a dog, does nothing functionally different than the dog. But it's something else to make things that are functionally outside of logical reason.
Dormitory are not padded, it defeats the purpose of what they are used for, which is isolation.
You might as well be asking to have a solitary cell, be capable of holding multiple prisoners. Or maybe you don't know what the word solitary means?
Most games with graphics in tail try to get away from the reality of things..
