Report a translation problem
Every cells needs to be at least 2x3, have a bed, and a working toilet. Then you need to mark the cells using the room function. When that's done, your guards will escort cell-less prisoners to available cells.

If you do it the other way, build walls, then click and drag over all the area, then you get individual cells.
Erase the cells and reassign and you'll be fine.
See how the word CELL overlaps the walls? You don't want that. You want lots of little "CELL"s

The game does reward efficiency though.
However that time will come, first, i must learn
Never a truer word spoken. Take your time, learn as much as possible, then & only then go ahead & build the prison of your dreams & allow your OCD to run wild
Took me a fair few attempts to get the standards that I use in my prison designs these days.
The very middle having the holding cell.. and then the cells surrounding it, followed by what ever other rooms are needed, and a network of single spaced hallways built into the walls for guards V:
Someday.. I will make a prison to rival the likes of superjail.
