Prisoners will go to whatever counts as a cell, but it's risky. If you don't use doors/walls, prisoners are free to go whenever they feel like it, so if they start rioting, your guards will die horribly with all the prisoners ganging up on them. It's safer to build doors/walls, as angry prisoners will have to bust through the door first (and some will destroy their bed/toilet first), giving guards enough time to waddle over and beat sense into them one by one.
Also the laundry/workshop are functional, but it's a bit backward. On top of the foreman with labour research, you also need the officer with deployment research. After that, click deployment, and then jobs in the bottom left. After doing that, you can assign jobs to inmates.
Be careful when using the workshop though; supplies for making license plates are a constant drain on your money during work hours, and license plates are only sold at midnight.
