how to stop prisoners from coming to my prison
i unticked the thing where prisoners come everyday forever but it dose not work. why?

It does work. You still need to manually tell the game that you no longer want more prisoners however. Go to reports in the bottom right, select the prisoner tab and set all to closed.

Like Mazey said, the prisoner intake is controlled through the Prisoners tab of the Reports. You can toggle whether you receive each of the three categories of prisoners.

Also, one thing to keep in mind is that, in the current version of the game, higher risk prisioners DO NOT give you any more money than Low-Risk prisioners. So, apart from the added challege, there's no real reason to allow anything besides Low-Risk.
