Why wont it let me lay down indoor flooring, indoors???

I have built rooms and it still wont allow me to lay flooring.

-_- just to make sure, you did use the founddation to build the indoor area, right?
Also can you make the indoor areas into indoor only rooms? Like a cell.

You make the foundation first. Planning mode helps you map out where you want things. After the foundation is made, the outside walls of the building will be made as well as a concrete floor on the inside with lights being placed 'evenly' throughout the building. Once that happens, you can place indoor floors. Remember, just making four walls will not make the thing indoors.

I don't rememeber any of this! Was i drunk? But i don't drink. Was i even alive in 2013! These are the question that i must have answered.
