I am one of those who put toilets in solitary ...
having them without a toilet sounds too cruel to me ... no matter that they don´t complain about their needs while being supressed. Don´t see any reasons to be cheap ... after all the prisoners make me a fortune whith printing license plates ... and in solitary there is no danger that the prisoners might use the toilets to dig escape tunnels ;)
Won´t put any beds there however ... a little bit of punishment has to be ... if they want to sleep, they can do so on the floor :D
ETA: They can't dig out of holding cell toilets either. Only toilets in a room designated as a cell and only in theirs.
Often in this game you need to come up with reasons why you *should* do something instead of why not. And believe it or not, what usually works best is what we would do in RL.
Our society would be destroyed if half the "wardens" in PA were RL wardens. :)
What, you mean leaving 30 criminals in a holding cell with no working toilet or beds is a bad idea to do in rl?
It'll be fine...wait it counts if they all read "dead" right?
And 72 is total overkill. They're pacified after 4 or so and it means they are
1) Not producing
2) Holding up other solitary "users" unless you have a whole lot of cells.
