How do I get prisoners to go inside the prison?

I feel as if I build the holding cell and everything else for starting off but the prisoner are dropped of and hjust hang out outside. I don't know what to do

Make a fenced in area around, behind or in front of the holding cell so it is classified as safe and guards will escort them in

You need to hire some guards, who will automatically escort new prisoners into a cell or, if no cells are available, a holding cell. If you have neither of these, then the prisoners will stay in the 'deliveries' area.
