If that doesn't work, then you have a real problem. I'd look into your layout after that.
Because I do know that you have to teach the prisoners to help cook into the kitchen.
Make sure your cells are enclosed in a building and not exposed to the outdoors directly.
A good basic starting laundry room would have 2 washing machines, 4 ironing boards, and 8 laundry baskets. (just remember 2-4-8). Make the room big enough so that later you can slowly add more washing machines, ironing boards, and laundry baskets as your prison grows. You could just build more landry rooms as you need them, but if done right, you could have one laundry room efficiently support your whole prison.
IF you have a working laundry room, with all the necessary items in it, just keep watch on your cells. If the cells regularly get little orange packets on their beds, that means your laundry is going out. Sometimes if you just look at the laundry room, it will look like all the prisoners are taking a break, but the laundry should still be getting delivered.
problem is somewhere in the "delivering" of the clean clothes to cells. the workers will process the clothes, and put them in the laundry baskets, but will refuse to distribute them.
hiring more janitors does not help.
being patient does not help
there are no apparent problems with the room planning. bins, washers, boards all present.
all rooms connected to the laundry room via logistics.
prisoners are assigned to duty in the room, are allotted work time, and are present in the room "working" but doing nothing.
"dumping" the laundry that currently exists in the bins will result in the ordering of more uniforms, having new uniforms delivered, and transported form delivery to the laundry baskets where they sit forever.
dumping the baskets, and ordering new ones does nothing different.
there is a legit bug here, and no fix, and no answers. many searches here, and on the official forums yield no help on this "prison ending" bug.
