This is my expierence, and isn't completely optimal - especially since the new update:

Fridge number should be controlled by Meal Variety and the amount of prisoners. I find that for High Variety you want ~ 1 Fridge / 10 prisoners + a handful for occasional overflow.

Stove number should be controlled by Meal Quantity and the amount of prisoners. I find that for High Quantity you want ~ 5 Cookers / 40 prisoners + a handful for occasional overflow.

Chef number should be controlled by Meal Quantity and the amount of prisoners. I find that for High Quantity you want ~ 1 Chef / 5 prisoners. This is highly variable, as it also depends on how far your chefs have to haul ingredients from Deliveries and food to the Canteen(s).

Sink number is controlled by the amount of prisoners using that canteen. I find that ~ 1 sink / 50 to 60 prisoners works well.

Serving Table amount should be controlled by the amount of prisoners using that canteen and the Food Amount, with a minimum dictated by the Trays. Every serving table allows 5 prisoners to grab a meal, holds (ideally) 80 portions of food and has about 40 trays. With High Amount you need at least 1 Serving Table / 26 prisoners (80 portions / 3 portion per prisoner), but you may want a handful more if you have High Variety, to handle stupid cooks not cooking optimally. At a minimum, you should need about 1 per 40 prisoners, unless you manage to cheese out trays by disassembling the Serving Table when it doesn't have trays on it.

Different Varieties numbers can be calculated by multipling the above value by the one you're running. (Medium : 3 / 4, Low : 2 / 4. None: 1 / 4). So for example, say you're running a prison with 200 prisoners and Medium Variety and want to know how many Fridges you'll need. For High Variety you would want 20 (200 / 10). But for Medium Variety - you only need 3/4 of what is needed for High, so you can get away with ~15, with 1 or 2 extra to handle overflow.

Different Amounts work similiarly, except the multiples are 2/3 for Medium and 1/3 for Low.

As an aside you may be asking why I listed the High values, that's because I love my Well Fed heat modifier.
