I wish I had a screen shot to show you but maybe this will help.
Make a prison with a cell block. 18 cells on either side of the block. my block has a two wide hall so guards can beat a prisoner without having to go into the cells. I run a big pipe down the center line then take small pipe to the toilets on either side. At the end of the block is the shower stalls. I don't run the big pipe into the shower area just run a small pipe out the end and circle it around the shower heads.
Also keep in mind the previous comment regarding workers not being able to get to a spot. If there is something in the way, ie a switch or bed or something you don't see in utility mode they will just not do it. Best way to do it is to lay it out with the planner, put your foundation down then lay out your electrical and water before you drop a wall in place. Also i fyou use swtiches, valves you should put those in before there are walls, corners, etc in place. Nothing worse that paying 50 bucks to place a wall segment just to find out you have to destroy it to put in that switch or pipe.
This is what I've done to avoid the bug. After several prisons where this kept coming up and I kept working around it, I eventually just started using the large pipe only. It costs more but I've had zero problems (other than the "can't get to it" problems people have mentioned) and I don't have to worry about length, etc, so I use it just for piece of mind.
