With garbage you will have to make the one garbage pickup on the left side. Garbage, Exports and Deliveries cannot be picked up or dropped off on the right side.
With cooks you might need to increase your Cook numbers and place them inside the 2nd kitchen, that usually works for me.
And while I was trying to figure this out I did notice that prisoners will actually move things from exports to the trucks. I have it all walled off with a double road gate on each side (one locked open that I can close with lockdown).
And I have 500 prisoners on the left side lol. Makes it even worse. I have one particular prisoner on the left side who wants to use the shower on the right side of the prison. Every single day. Right side is all supermax (and a separate section on the right for protective custody). And he's the only max security prisoner in along with all supermax. And it was the same guy every day. His cell is on the bottom left side of the prison. Takes him 23 game minutes to walk from his cell to that shower. Provided the guards are proactive with the doors.
I'm lucky with kitchens and canteens though. I manage to feed around 95% of my prison every day with variation and quantity on high and with meals to spare. Not all prisoners actually go to the canteen. And some are locked up in solitary/lockdown. It also counts dead prisoners and prisoners that are in the deliveries and yet to be given a cell/put in holding.
