Holding cells im not too sure of, why do you want them transfered exactly

My holding cell is not enough space for extra bed and I built another holding cell

Ah i see, maybe try clicking on the prisoner in cell A and right clicking in cell B

If that doesnt work you could mark the prisoners as a different Security level and set cell A as low risk and cell B as med risk (or whatever risk level you want)

However if you have that many prisoners i'd suggest building proper cell blocks, holding cells are usually only temporary housing for prisoners

I wanted to put low risk prisoners in hollding cells and medium / high risk prisoners in the cells.

2-3 small holding cells for low risk prisoners

Better to make a small cell block (of normal jail cells) just for your low risk folks and have that separate from the others. Holding cell is a temporary solution for incoming prisoners and shouldn't be used for permanent storage....unless yours is built like a 5 star hotel. :)
