Syncing of saved games

Clarify if I am wrong. But Prisoner Architect does not sync the games, correct? If so can this be a feature that is enabled?

Not without Introversion enabling it. You can use third-party software such as Dropbox to back up your saves and copy them to a different computer, or just use a USB memory stick.

I have dropbox...onedrive, goodle drive, bittorrent sync. Just figured might be nicer if the the built in functionlity of steam would or could be enabled is all.

No because it is not saved to some cloud service but directly onto your hdd,
you can copy and paste them to any of your cloud services and move that the required device,
But you would have to do this each time you exit the game to have access to your current prison

You should look into the program Razer Cortex. You don't have to own any of their gear to use it and the syncing feature works pretty well. I have it set to use my google drive but I think you can use others with it.
