Here's a very quick guide...
First make sure that you don't put prisoners in solitary all the time and make sure you don't use armed guards. Those 2 have an 'suppressive' effect on the workers, and though it makes them behave, it does not make them work for you as they don't like you a lot.
Then make sure that all their needs are met. That means they are happy and when they are happy they have a good chance of being able to focus on their reform programs. All reform programs (drug addiction, behavioural therapy, workshop training) requires concentration.
I do this by giving them an hour of shower time, an hour of free time and after that I let them work because that's the happiest part of their day in my prison. Also right before bed I give them 2 hours of free time so they can spend time with their families.
And then you just wait for a long time before more and more people pass the training and start making money in the workshop.
Btw in the finance tab of the report you can see how much money your workshop generates. It's defo worth while.
The best way for refrom is to have something to work on, which is the Workshop. Building things really makes them happy.
For everyone just starting to play Prison Architect ( a.26 ) If you don't have a workshop, or enough space for every prisoner to have something to do at work, then you should really consider rebuilding. This game is soo much more rewarding when you have every single prisoner working, and in reform.
The trees alone make 4 planks per log.
