As far as I can tell, Waste Bins are just for decoration, they serve no real purpose.
If you put one in your kitchen and/or canteen, your cooks will dump leftover food or dropped ingredients in them. It is not really necessary to run a kitchen, but it looks nice and clean and I never had the problem that leftover food gets stored in my storeroom. At some point a worker will show up and take the trash bag to the garbage area.
Maybe that is not a real purpose, but at least they are doing something.
I think this might actually be their intended purpose lol. All these players complaining about food trays and wasted food everywhere... did they bother putting waste bins in their kitchen/canteen?
