I want to cheat DR prisoners, but I can't.

How do I do it? I've tried everything, but apparently nothing I've tried works.

What exactly are you trying to do? You can pretty much do everything via save editing.

For some reason, my saves do not appear. I cannot edit them. I searched for them everywhere but I just can't find them.

Click "Open Save Folder" from the main menu in-game and and then navigate to the "save" folder.

Ah, that's fairly easy. Open the save file in notepad(++, preferably). Search for "BEGIN Intake"
You'll get something that looks like this:

BEGIN Intake     
    MaxIntake            -1  
    DeathRowBlocked      0  
    BEGIN Categories 
        BEGIN i          PrisonerCategory MinSec  Pool 100  Ratio 0.0000000  NextIntake 0  Queue 0  NumNITGs 0  END

Change DR's Pool to 100 (don't put it higher, the game might not like it).

went into notepad ++, opened up my prison, went down to deathrow pool and changed the number to twelve to start. It didn't show up.

Well, you did something wrong then. You sure you saved it in notepad and then reloaded the save in-game, right?

You sure you changed the right value?

Maybe you could quote your "BEGIN Intake" --> "END" in a [ code ] block to see if there's any mistakes?
