How to get a spiritual leader?

I'm trying to do the spiritual guidance program, I have built a chapel and have 16 prisoners in queue, but it keeps flashing NO TEACHER when I start the program.

Likewise, I have a psychologist office with a psychologist and I can't start the behavioral program either (No teacher again). Any help would be appreicated.
