Prisoners don't change their clothes

I just don't get it. A finally moved my high security prisoners to a new prison.But they need to change their clothes and they just don't. They don't leave their dirty clothes in their cell, they just keep it on, no matter how big and well equiped my laundry is.

I think it's because each prisonner requires at least two uniforms, but I don't get any deliveries of new uniforms...

My other laundry for my normal prisoners in the other (older) cell block works fine btw.

Had a similar problem with supermax prisoners, they were really angry because of their dirty clothes but they didn't wanted to change...

My god... I finally found a solution.
The first problem was that there were still some uniforms in my old unused cells.
You need 2 uniforms per prisoner and I had something like 500 uniforms in total for 250 prisoners, but 125 of them were in old unused cells, unreachable. That's why my high security prisoners kept their dirty uniforms on.

After I dumped those uniforms, new uniforms got orded, but somehow my janitors did not want to move the new uniforms to my laundry. So I actually had to put my delivery area in "shared", so that the prisoners working in the laundry could get the new uniforms back in the laundry.
It worked...After that any new orded uniforms were normally brought to the laundry by the janitors.

What a bloody mess. Man, this game makes you think...
