Regarding the char, can't say for sure, didn't have a fire yet (good for me), but if you go on some layers (I think the materials will do), if you can see some empty white square on them, a janitor will take care of it.

Not always. A lot of the time, rubble left behind by fire is stuck on the terrain. I've had it permanently mess up doors which led to escapes. It's a pretty major glitch. Same thing goes for "object_foodwaste" - sometimes it gets cleaned up, sometimes it's stuck on the terrain or in doors, leading to escapes.
OP, you *can* kind of fix this by opening your save file, searching for every line that has "rubble" in it, and deleting it. It'll look like this:
BEGIN lkjasdlkfjsdflkjsdaflkjfdslasjdfsdaf OBJECT lkjasdflkjasdflkjsdafljakdsf END
Delete each section from "BEGIN" to "END" so the line is completely erased. There'll be several entries, I suggest making a second save to test this with in case it messes up your save file (because you never know).

From a prison perspective, it's not unreasonable how the game acts either... boards and plaster lying everywhere, doors blocked open or closed... an entire wing might need to be shutdown while the clean-up takes place.
I agree it's a security hazard, and it makes things a lot harder... but that's the way it would be in a real prison. You need to figure out a way to make that section secure while the repairs are going on.
don't use that lame sophistry. There's a bug with rubble that needs fixing. After a fire, the little magical fairy builder guys repair the damage in an unrealistically short time but leave behind a lot of rubble they never clean up. They ignore easy to grab out in the open stuff. Worse, they ignore problem rubble that prevent jail doors from closing.
it also helps a lot that the prisoners are curteous enough to report back to their charred burnt out busted up cells (that shouldn't be considered cells anymore) and use them normally though!
