If you're refering to a teacher for the Foundation Education and General Education programs, make sure your inmates have a work slot of at least 3 hours long since those programs need that time.

I got the problem mentioned: teachers dont exist (tazer and workshop) if you set your offices to min sec access. And I need that, I dont want my high sec prisoners to have access to office rooms...
You don't have a Foundation Education class started... and you need a 3-hour continuous block of Work time for the class.
The teacher will come on his own from outside, he does not have an office in your prison.
As for the offices, set all except Psychiatrist Offices to Staff Only. No need to let prisoners in the warden's office EVER. The janitors will keep them clean.
As for "teachers don't exist"...Security Chief teaches the Taser class, check your Program Schedule to see that it's started and scheduled (early in the morning usually). Foreman teaches the Workshop classes.
I know it all. Am talking about the bug: If you set your offices to min sec access you instantly have no teachers for workshop and tazer programs. Surprised it was not fixed yet...
I suppose, since it have not been fixed yet, noone cares, including devs. And if devs dont care, why should I?
