On topic: maybe yo have to flip the objects to let the chefs use it, it happened to me once.
Make sure the kitchen is seperated from the rest of the prison by a wall and door.
Make sure any laundry rooms, workshops, cleaning cupboards and classrooms are seperated from the rest of the prison with a wall and door.
Open the rooms menu, right-drag over the doorways in the kitchen. That should remove any room tiles under the door (which stops it working). Same for the laundry rooms etc.
Look in deployment, set the kitchen, canteen and all corridors between them to shared to see if it's a deployment issue.
In logistics, right-click everything that has a line going to/from it. Right-click the kitchen, canteen, cellblocks and holding cells. You should have yellow lines going from the kitchen to the canteen and red lines going from the cellblocks/holding cells to the canteen.
Your biggest issue is supplies, remove some of your fridges from kitchen 1, that should force your lazy cooks to take ingreadients to kitchen 2. You also don't have many cookers, I can't tell how many prisioners you are feeding, but 1 for every 10 prisioners is my rule. I like to have all my food made before that 1st hour is up though, and serve only high quality-high variety meals. That's another thing, increasing your meal quality/variety will cause more ingrediants to be shipped to you and may help with your kitchen issues.
