How do I hire an outside teacher?

I have tried, built a classroom and have a few inmates who want to be educated. I can't seem to find a way to hire a teacher and one hasnt shown up in 3 days.

Did you try setting the reform program for those prisoners inside the work schedule? did you starthe reform program at all? A teacher spawns out on the road once its time for that session to start, then they will make their way to the classroom as well as the inmates.

Do you have the reform program scheduled? There is no way to hire a teacher, that's done for you.

You need work scheduled for at least 3 hours for a teacher to be hired.
