How do i use the electric chair?

The chair needs it's own electrical component w/capacitors, a guard, and a cell(s) - if I remember correctly, it has been 4 years since I had seen, or built, "The Row" but you can only put prisoners on "Death Row" on "The Rock" or "Old Sparky" (electric chair).

One time, one of my DR prisoners broke free and started murdering a quarter of the general population so make sure they are where they should be.

also, do i need to deploy the guard in the electric chair, or he will just go there?

also, do i need to deploy the guard in the electric chair, or he will just go there?

I always stationed one guard that would take care of the prisoners and pull the switch.

ok, also, you mentioned a switch, which one do i have to use? or is it alredy in the chair

They have to be on Death Row - idk if there is an actual switch (I didn't see one) plus the campaign is one big tutorial which can show you how to activate and run Old Sparky and Death Row, so maybe look into that albeit it is near the end of the game campaign (if I remember correctly).
