How to move prisoners manually?
With the cell quality I have had a lot of problem with my Super-max wing. I want my super-max to stay in their cells almost 24/7, so I want their room to have everything they need and only let them out for food and yard. Problem is that because of that the only thing they do is fighting their quality will never suit their room unless I make those cells the average and lowest cells you can have. My question is. How do I send a prisoner to a cell no matter what their quality is?

Click on them, and right-click an empty Cell. But they won't stay there. They'll just get reassigned eventually.

Well I need them to say there. I can't have them moving around. Does not having a holding cell for super-max force them to take a cell?

No but if you have gen pop cells they will fill those. Just make a cell block max sec only. problem solved or use permanent punishments so they wont ever leave a cell once they are in it.

You know I am really not in the mood for stupid right now. What makes you think I haven't already done that stupid. Problem is that you can't build a super secure cell block because the room quality ♥♥♥♥ that up. Do you think a super-max prisoner will ever get a quality above 0? Oh no, they will get in touble every single day because there are a reason for why they are in super-max. Room quality makes it completly impossible to build a super secure super-max cell block because the avg room quality isn't based on avg for that inmate group but instead for the whole prison which is BS. Each group have their own problems so the avg of the cells should differ based on inmate type.

Then make some lower quality SMax cells with nearby amenities. SMax cell blocks should really be entirely self contained anyway, so they have no need to leave the block, rather than their cells.

Then how do you plan on removing the need for common rooms are yards when you can't have high room quality. Its easy to make a wing work if you have a low quality on the room, but then you can't satisfy their needs if you do not allow them to intermingle with each other. In real prisons these people are in complete isolation, in the yard, in their cell and in rectime (if they have any). Heck in some prisons they are only to be in the yard in a steel cage. It kind of defeats the point of having a super max wing when you have to allow them to intermingle which is the reason you put them in isolation, they can't intermingle and thats why they are in isolation. Room quality as it is now just ♥♥♥♥ a lot of things up when it comes to super-max if you do not have a way to ignore it with just super-max because they are a special case.
