Yellow circle, not yellow clothes!
First of all you need to understand that snitch is not equal to confidential informant. Snitch doesn't mean that he is ratting out his fellow inkmates. It could also mean that he has made a deal with for example the district attorney before even even came to your prison. It is an outside trait that only informs you that this prisoners needs protection.
Pretty much every prisoner in your prison can be turned into a confidential informant. Not only snitches.
Secondly, as FallenSun said, you need to wait for a yellow CIRCLE to appear around the prisoner in solitary. You will only see this if you observe the solitary cell while you're in the CI screen (the one you used for your second screenshot). This might take a while or not show up at all. Depends on the prisoner. But when it shows up, only then will the recruit button appear.
And it will appear in the prison bio in EXPERIENCE - just like FallenSun said... again.

Someone with the Snitch or Ex-LE trait doesn't mean that they will automatically be a CI for you. And, actually, you don't really want them to be CI's. They will get murdered in Gen Pop and their coverage will be minimal if they are locked up in Protective Custody.
The best Confidential Informants are the ones serving the longest sentences. Like dudes that arrive with 6 months served out of a 100 year sentence. It will take your CI a little while to get 100% coverage, but they eventually will and you will be able to know everything once they do. Which is great for finding out traits of intakes.
When I get a fresh intake into my MaxSec only prisons, I put them into Solitary until I can activate a CI to see what the new inmate's traits are. If they're a Snitch or Ex-LE, they go into Protective. Otherwise, they go into Gen Pop. Unless they are Legendary. Then it's straight to SuperMax for life.
